An injury at work is not automatically a case. Whether it was reported, when it was reported, whether the employer carries cover, and whether the worker is classified as an employee all decide it, and none of those show up in a lead count.
Speed compounds the problem. Injured workers contact several firms in the same sitting, often from a hospital waiting room, and the first competent callback usually wins. That means your slowest response is effectively your marketing budget leaking. A firm with mediocre targeting and a five-minute callback will out-sign a firm with excellent targeting and a next-day callback, every time.
